Quanto accaduto ieri nella raffineria Saras in provincia di Cagliari ripropone in maniera drammatica il tema della sicurezza sui luoghi di lavoro. E' un problema sul quale si accendono i riflettori della pubblica opinione solo allorchè accade la tragedia, ma è molto più quotidiano e vicino di quanto si pensi.
Il territorio provinciale riminese non è immune da questa vera e propria emergenza sociale; le statistiche, pur registrando un lieve decremento negli ultimi anni, dipingono un quadro non esaltante su questo versante per la realtà locale. La sicurezza e la tutela del lavoro è una priorità di lavoro sulla quale chiare sono le indicazioni programmatiche del centrosinistra.
Al centrosinistra riminese preme soprattutto sottolineare un fondamento che non sarà mai oggetto di alcuno scambio: non potrà mai essere nostra una cultura che sostanzialmente sostiene che in nome della crisi economica vada accettata una diminuzione dei diritti e dei livelli di legalità. Non solo perché i diritti persi in condizioni di emergenza diventano difficili da recuperare ma anche perché una condizione degradata del nostro mercato del lavoro (più sommerso e meno sicurezza) e del patto fiscale che vincola i cittadini alle istituzioni (più evasione fiscale), determinerebbe una marginalità della stessa nostra realtà economica nel momento in cui si apriranno nuovi orizzonti di crescita. Accettare come normali scorciatoie che non sono normali significa accettare il declino della nostra area. Ed in questa direzione intendiamo muovere tutti gli strumenti istituzionali e culturali disponibili.
Nella pratica amministrativa ciò si dovrà concretizzare nell'aggiornamento e nella piena operatività del 'Protocollo d'intesa per la qualità, la regolarità e la sicurezza negli appalti pubblici di opere, servizi e forniture' sottoscritto nel 2003 da Provincia, Prefettura, Regione, DPL, INPS, l'INAIL, CCIAA, AUSL e da tutte le organizzazioni sindacali dei datori di lavoro e dei lavoratori. Analogo impulso si intende dare al Tavolo provinciale per il coordinamento delle attività di prevenzione e vigilanza in materia di salute e sicurezza sul lavoro, come previsto dalla legge 123/2007.
