"Il re è nudo: il piano casa è un piano villetta in campagna": lettera al Corriere Romagna

Caro Direttore,

le dichiarazioni rilasciate oggi al suo giornale da Ulisse Pesaresi andrebbero idealmente incrociate alle ultime (?) notizie sul celebre ‘piano casa' di Berlusconi. Quale piano casa, appunto? Quello della stanza in più per il figlio, vagheggiato un mese fa da un commosso Premier? Oppure quello, fresco fresco di giornata, che - Silvio dixit - riguarda solo villette e non gli immobili urbani? Ovviamente va presa per buona l'ultima evoluzione, annunciata peraltro ieri dal suo ideatore: il ‘piano casa' riguarderà ville e villette in periferia e in campagna.

E' lo scontato finale di un film già visto: lungi dal risolvere i veri problemi del Paese, il centrodestra si limita a risolvere quelli di un'esigua minoranza. Il piano casa - almeno così come si configura in questo momento - si rivela dunque un vantaggio per pochi, a scapito delle preoccupazioni dei tanti: gli affitti alti, l'edilizia popolare, persino la famosa stanzetta in più per il figlio, ora possibile solo se attigua alla villa nel forese.

Credo sia sufficiente questa conversione a U del Premier per metterne in evidenza la cultura (vantaggi per un preciso campione sociale) e la preparazione tecnica (conflitto dirompente tra la prima stesura del piano con Costituzione, poteri delle Regioni, normative vigenti, responsabilità tecniche. Di fatto una proposta impraticabile).

Allo stesso tempo ritengo questa la migliore risposta ai legittimi solleciti di Ulisse Pesaresi per il territorio riminese: altroché riparare ai guasti della riminizzazione! In tale ipotesi non si riqualificherebbe nulla là dove sarebbe necessario ma semmai si correrebbe il realistico rischio di caricare urbanisticamente la campagna e l'entroterra riminese. Si smonta la missione sociale del ‘piano casa' di Berlusconi. Rimangono sul tappeto i problemi sollevati dai costruttori.

Provo a fornire qualche sintetica risposta. La vera, enorme questione è quella della semplificazione amministrativa e dello snellimento burocratico: con i tempi attuali, dal momento della presentazione di un progetto per l'ampliamento dell'attività al rilascio del permesso a costruire un'azienda è già fuori mercato. E' questo il nodo che Regione, Provincia e Comuni dell'Emilia Romagna devono afferrare senza timore e dipanare, agendo su diverse leve (in primis l'organizzazione e il potenziamento degli uffici competenti) e non pensando per forza che il complicare vada a braccetto con l'attenzione al territorio. Tutt'altro, e purtroppo gli esempi pratici stanno lì a dimostrarlo.

C'è poi il grande tema della tutela del territorio, che a Rimini incrocia il tema del turismo e del territorio ‘accogliente', e qui va detto a chiare lettere che non si può recedere dal considerare scaduto il tempo dell'espansione quantitativa. E' un dato prima di tutto culturale sul quale innestare politiche coerenti e intelligenti. Io vedo nel Ptcp e nella pianificazione urbanistica comunale in ottemperanza alla legge regionale del 2000 una grande opportunità e non un freno. I concetti del recupero, del meglio costruire (che è cosa diversa dal non costruire) sono quanto di più vicino tutti noi sentiamo nella vita quotidiana; dunque nei prossimi anni va data piena e convinta attuazione al Ptcp, piena e convinta attuazione ai Piani strutturali approvati, piena e convinta accelerazione ai percorsi politico / amministrativi che portano all'approvazione dei Piani strutturali.

Io credo che se faremo questo - e, per quanto mi riguarda, mi impegno a farlo - riusciremo a incrociare positivamente anche le aspettative del settore edile. Infine due chiose: se invece del piano casa, il Governo varasse un piano per la riqualificazione dell'edilizia scolastica e allentasse le maglie del patto di stabilità consentendo ai Comuni di investire in opere pubbliche (vedi Riccione, ad esempio), le imprese potrebbero contare per anni su lavoro e occupazione. Seconda chiosa: sto girando per le aziende locali in questi giorni e la prima questione sollevata è quella dell'accesso al credito e del rapporto con le banche. Anche qui il centrodestra non è pervenuto.
