Sulle pari opportunità, la differenza tra centrosinistra e centrodestra è culturale e pratica
Qui sotto pubblico la scaletta del mio intervento fatto durante l'incontro con il Coordinamento Donne.
- Innanzitutto va fatto un discorso più generale: la politica è tale se parte e finisce dalla persona. Questo non significa solo attendere e dare risposta alle richieste e ai desideri della collettività ma definire un quadro di valori facente perno sul diritto e sui diritti civili. Non ci sono politiche di genere, rappresentanze più o meno numericamente rispettate se non v'è un'affermazione chiara, palese, pubblica, condivisa e culturalmente accettata della centralità e dell'uguale accessibilità ai diritti civili. Il principio di governo- di ogni governo, a qualsiasi livello- discende in linea diretta dal rispetto e dall'uguaglianza dei diritti. Dico questo perché il programma elettorale sotto le cui insegne mi presento recita nella sua parte fondativa: 'Una Provincia capace di affermare una classe politica che metta al primo posto una nuova etica pubblica dove i diritti dei cittadini (a partire da quello del lavoro) sono vincoli nell'azione amministrativa e di governo'.
- Mettiamo in fila qualche cifra per contestualizzare l'argomento. Nel rapporto di ricerca 'Donne e politica', fatto dall'Unione Europea a fine 2006, si metteva in evidenza come l'Italia fosse al 59° posto al mondo per rappresentanza politica femminile, buona ultima tra i Paesi comunitari. Più nello specifico, quello che oggi è il Partito Democratico si attestava sul 26% della rappresentanza politica alle donne, i Verdi al 48%, Rifondazione Comunista al 31% contro l'8.3% di Forza Italia, il 7% di AN, il 10.9% della Lega. Questo per dire che è errato affermare che gli schieramenti politici in lizza siano culturalmente intercambiabili rispetto al tema oggetto di questo dibattito. No, c'è una evidente differenza statistica che testimonia una differenza di approccio al problema. Badate bene, non ne faccio solo questione di numeri ma di qualità degli stessi.
- Due anni fa è stato votato dal Consiglio Provinciale un atto d'indirizzo che impegna la Presidenza a garantire eguale rappresentanza di genere nella determinazione delle nomine negli enti partecipati. La proposta, che mi trova in totale accordo, è figlia della spinta e della motivazione di alcuni partiti di centrosinistra i quali nei loro Statuti hanno disposizioni analoghe. Non il PDL in ogni caso. Io mi impegno a dare concretezza a quell'atto di indirizzo, essendo però molto chiaro sulla modalità: che si tratti di donne o uomini, la vera discriminante sarà il merito. Voglio dire che imposterò il metodo di governo, anche allorchè si tratti di procedere a nomina di rappresentanti in Enti di secondo grado, sulla base di competenza, capacità e curricula pubblici. Io credo che questo possa restituire alla politica una dignità e una credibilità che da tempo difetta. Con gli stessi criteri comporrò la Giunta provinciale.
- A 10 mesi dalle elezioni tutti all'unisono affermano che 'si parte dal programma', via via che passano i mesi questa centralità si diluisce sino quasi a dimenticare che c'è un programma. Non voglio che sia così e dunque con ostinato orgoglio mi permetto di citare in questa sede quanto sta scritto nel mio programma: 'E' priorità della Provincia di Rimini alimentare sistematicamente una cultura dell'uguaglianza tra i generi, i popoli e le culture e della pari opportunità: ciò non significa solo promuovere una vera e numericamente equanime valorizzazione delle capacità delle donne in ambito politico e amministrativo ma soprattutto il considerare prioritario in ogni versante del vivere quotidiano (sociale, culturale, urbanistico, economico) il sostegno all'apporto femminile attraverso strumenti quali Piano degli orari delle città, banche del tempo etc. Questo è ancora più importante in una realtà in cui le donne hanno il tasso di occupazione più basso di tutta la regione. In tal senso va valorizzata la scelta compiuta dalla Provincia di prevedere nel proprio Statuto la parità di genere nelle nomine di propria competenza negli Enti.'. Tutto il programma è in ogni caso fondato sul valore della coesione sociale, del territorio solidale e del territorio dove alta è la qualità della vita. Mi si permetta una piccola citazione: un paio d'anni fa lessi sul 'Corriere di Rimini' una bella intervista a Lia Celi la quale spiegava il motivo del suo ritorno a Rimini dopo anni di vita in una grande città con l'armonia dei nostri ritmi. Questo è un elemento che non viene mai dibattuto ma che la politica deve assumere come prioritario: cosa fare per promuovere ancora di più questa caratteristica riminese? Sì, io penso ad esempio a un grande piano degli orari che- coinvolgendo uffici pubblici, scuole e esercizi privati- porti al decongestionamento o alla frenesia in alcuni precisi orari della giornata. Ma non può essere solo quello: è la conciliazione, è il potenziamento del servizio pubblico che toglie auto dalle strade e dunque file, sono più asili, sono centri storici e aree a mare riservate ai pedoni e alle bici, sono parchi e spazi per i bambini, è l'integrazione dell'università con tutte le sue potenzialità, sono le reti di sostegno, di ascolto, di aiuto, è il rifiuto della ghettizzazione delle famiglie straniere attraverso servizi sociali adeguati, è una sanità che funziona. Tutto questo concorre a migliorare o peggiorare i nostri ritmi di vita ed è su questo che come centrosinistra intendiamo lavorare. Con la nostra cultura, con le nostre idee in materia di diritti civili e di pari opportunità.

pienamente d'accordo: bisogna valutare i meriti delle persone. Maschi, femmine, giovani, anziani, bianchi, gialli, in piedi, in carrozzina. L'importante è, in ogni caso, che "merito" non significhi "amico di", "moglie di" (o... amante,fidanzata...).
Nell'ultima legislatura la Provincia ha fatto enormi progressi in materia di Pari Opportunità (Leonina docet). L'accordo sul 50% delle nomine è uno dei tanti traguardi raggiunti, dove prima c'era il nulla.
Una cosa da migliorare: serve più dialogo fra Provincia e Comune di Rimini. Superare i personalismi e le invidie per non sprecare risorse (non solo economiche)che potrebbero venire utilizzate meglio, per il bene di tutti i cittadini e le cittadine.
