Le mie proposte per una Provincia a energia pulita
Ho letto di recente sulla stampa locale i dati contenuti nel rapporto di Legambiente relativi alle emissioni di CO2 nella nostra Regione, ed in particolare a Rimini. Sono dati che è necessario non sottovalutare e che devono essere affiancati ad altri per impostare una svolta sui temi dell'energia nel nostro territorio.
Il dato delle 700.000 tonnellate di emissioni di CO2 rilevate per ciò che concerne il trasporto su gomma e la gestione delle abitazioni va raffrontato con un altro dato, quello relativo al consumo complessivo di energia nella nostra provincia, che ammonta a fine 2008 a circa 650.000 tonnellate equivalenti di petrolio (TEP) all'anno, di cui l'1% nell'agricoltura, il 12% nel terziario, il 27% nel settore domestico, il 28% nel settore dell'industria, il 32% nei trasporti.
Le recenti decisioni dell'Unione Europea impongono anche all'Italia importanti miglioramenti per il prossimo decennio, da due punti di vista in particolare: il miglioramento dell'efficienza energetica e la produzione di energia da fonte alternativa ai combustibili fossili. Nell'impostare il mio programma per le prossime elezioni per la Presidenza della Provincia, ho voluto però essere più concreto, senza appellarmi a traguardi che possono sembrare lontani.
Ecco alcuni obiettivi raggiungibili nel nostro territorio nell'arco dei prossimi tre anni e gli strumenti che possono essere utilizzati. Nella provincia di Rimini, in accordo con gli obiettivi del Piano Energetico Regionale, è possibile operare scelte che vadano nella direzione di un risparmio energetico nell'ordine delle 100.000 TEP all'anno. Inoltre, occorre che il settore pubblico ed il settore privato investano con forza, come già alcuni comuni hanno indicato di voler fare (non ultimo il Comune di Rimini con il progetto "Rimini Città Solare") nelle fonti alternative ai combustibili fossili: e mi riferisco non solo al solare termico e al fotovoltaico, ma anche alla geotermia e al teleriscaldamento da combustione di rifiuti indifferenziati. In tre anni è ragionevole pensare di arrivare a una produzione di energia da tali fonti equivalente a circa 30.000 TEP all'anno.
Il raggiungimento congiunto di tali obiettivi entro il 2012, anno simbolo per il protocollo di Kyoto, porterebbe il nostro territorio provinciale a produrre e consumare energia in maniera intelligente, diminuendo l'utilizzo di petrolio e gas del 20% e diminuendo di circa 300.000 tonnellate le emissioni di CO2 in atmosfera.
Come fare? Alcune brevi proposte, a partire dai temi più urgenti.
a) trasporti: rendere più attraente per i cittadini, più efficiente e più ecologico il sistema di trasporto pubblico della provincia; organizzare sistemi di consegna ecologica delle merci, con particolare riferimento ai lungomare nella stagione turistica, in abbinamento alla pedonalizzazione di questi ultimi da parte dei Comuni; incentivare di più l'investimento, già fatto in alcuni comuni, sui percorsi pedonali casa-scuola.
b) edilizia: applicare con rigore nei piani strutturali e nei regolamenti edilizi la normativa regionale sui requisiti di rendimento energetico degli edifici, in modo da ridurre l'attuale consumo medio di combustibile degli edifici da 160 Kwh/mq annui a 60 Kwh/mq annui.
c) sistema produttivo: portare a compimento la realizzazione delle tre Aree Produttive Ecologicamente Attrezzate (APEA) individuate dalla Provincia, aree dotate di sistemi di approvvigionamento altamente efficienti e fondati sull'utilizzo di fonti alternative (trigenerazione, teleriscaldamento, fotovoltaico); creare un'Agenzia Energetica con mansioni generali di consulenza al servizio delle imprese e del settore delle costruzioni.
d) pubblica illuminazione: puntare su sistemi di telegestione dei punti luce che conducano ad un consumo di energia elettrica inferiore del 30% e ad un risparmio a beneficio dei bilanci dei Comuni di circa 2,5 milioni di Euro all'anno su scala provinciale.
Discuterò tali proposte con tutti i soggetti che per motivi professionali o semplicemente per passione si occupano di ambiente e di energia nel nostro territorio, cercando con loro un terreno di confronto e di azione comune.
