Lettera aperta al SIAP
Ecco il testo di una mia lettera aperta dopo la sollecitazione del Sindacato di Polizia, SIAP:
Ho letto attentamente la nota che avete inviato ai candidati Presidenti della Provincia di Rimini sul tema della sicurezza. Ci chiedete, giustamente, di fare chiarezza e di avanzare proposte concrete.
Avete più che ragione. E se c'è un malcostume che deve finire è quello di continuare ad usare a fini politici un tema "sensibile" e delicato come quello della sicurezza.
Cito dal mio programma elettorale: "La sicurezza per noi non è mai stato uno slogan da utilizzare quando fa comodo. Per molti aspetti va considerato come primo diritto: non esiste libertà per la persona, le famiglie o le imprese se non si garantisce di poter vivere in un contesto ordinato e sicuro".
Ed è un diritto che per essere reso effettivo ha bisogno di tenere assieme prevenzione, integrazione sociale, cultura della legalità e repressione. Altrimenti si fanno inutili chiacchiere.
E' la storia ad insegnarci che più le comunità sono coese, solidali e unite, meno sono corrose dall'invidia reciproca e dalla necessità di individuare un nemico e più sono sicure.
Io non voglio nemmeno pensare di essere eletto Presidente di una realtà provinciale spaventata e intimidita: la forza della nostra terra sta nella possibilità di sprigionare serenamente la propria forza ed il proprio coraggio.
Per questo credo che le questioni che voi sollevate siano tremendamente serie e non sempre attentamente comprese dalla stessa opinione pubblica. E la novità è che, oggi, problemi annosi diventano ancora più gravi di fronte alle scelte effettuate dal Governo. Non si possono trattare le forze di Polizia come un "ramo secco" del Pubblico impiego:meno risorse, mancato adeguamento degli organici rispetto agli stessi pensionamenti, messa a repentaglio della prerogativa esclusiva di tutti gli Stati democratici (che è il monopolio dell'uso della forza) attraverso l'incredibile scelta di legittimare ronde di militanti politici che finiranno per aggravare i problemi di ordine pubblico.
Ma in questa situazione incresciosa occorre fare tutto il possibile.
Condivido un punto sostanziale da voi sollevato e che ho così descritto, nero su bianco, nel mio programma:
"Ma quello che è certo è che un'area complessa come quella riminese e di interesse oggettivo per la stessa economia nazionale, reclama a buon diritto un rafforzamento della dotazione organica ordinaria delle forze di polizia ed una logica dei rinforzi stagionale che rimane essenziale per garantire l'efficacia operativa dei presidi estivi di Bellaria Igea Marina e Riccione".
Così come la vicenda grottesca della nuova sede della Questura, va affrontata con tutta la decisione necessaria, occorre che le istituzioni locali chiedano al ministro Maroni una decisione chiara: o si riesce a fare rispettare l'accordo sottoscritto nel 1998 con il Ministero o si individua una soluzione alternativa seria e praticabile in tempi brevi. I tentennamenti ci trascinerebbero una situazione incredibile: una Questura vecchia e inadeguata e collocata nel pieno centro storico di Rimini con disagi evidenti per il personale di Polizia e per i cittadini, un edificio destinato a trasformarsi in un luogo abbandonato e pericoloso a due passi dallo Stadio. Semplicemente inaccettabile. Non sarà semplice facilitare il negoziato con un privato dalle richieste illogiche e assurde e un Governo che guarda alle Forze dell'ordine più per fare cassa che per favorirne la possibilità di lavorare con dignità, ma non c'è dubbio che- per quanto di competenza- ce la metterò tutta.
Sollevate, poi, un tema che mi è particolarmente caro: quello dell'educazione alla legalità. E quello di una piena collaborazione, anche "sociale", tra forze dell'ordine e istituzioni. E' il capitolo di un grande problema che si chiama assunzione di responsabilità da parte dei cittadini. Un valore che va promosso e che dobbiamo recuperare perché appartiene alla nostra tradizione. Un valore che consente di operare meglio per la sicurezza e di governare meglio. Anche perché la nostra terra ha bisogno di un "governo collettivo" in cui ognuno, per quello che gli compete, si carichi addosso il proprio senso di responsabilità verso la comunità in cui vive.
Questo è il mio modo di pensare e sono gli impegni che mi sono preso davanti agli elettori. E sono le cose per cui mi impegnerò anche perché, anche chi mi conosce solo un po', sa che non riesco ad agire diversamente da come la penso.
