"Scuola come diritto per tutti, e non per censo": l'ex ministro Fioroni e Stefano Vitali hanno incontrato insegnanti e operatori
Scuola, "cosa possiamo fare di fronte a questa situazione? Che ne sarà del sostegno all'handicap? E' in atto una vera e propria campagna denigratoria..." Sono alcune delle voci preoccupate di insegnanti e operatori dell'educazione, quasi un "de prufundis" mentre si confrontavano con Giuseppe Fioroni, ex ministro alla Pubblica istruzione ed ora responsabile nazionale Pd, sceso a Rimini per una giornata di incontri. La prima tappa nel capoluogo, alla sala Marvelli, insieme a Stefano Vitali , candidato presidente della Provincia, poi a Riccione, all'aperitivo organizzato dai sostenitori di Massimo Pironi a sindaco di Riccione.
Stefano Vitali, salutando l'ex ministro Fioroni, ha ricordato alla platea che "la politica del Governo, di centrodestra è chiara: smantellare tutti i servizi pubblici, le garanzia sociali che la nostra repubblica ha creato in oltre mezzo secolo. Quindi la scuola per tutti e la sanità per tutti. Le Finanziarie varate e quelle future stanno portando a questo. Ora, invece di urlare contro Berlusconi dobbiamo tornare tra la gente, spiegare la nostra idea di scuola, territorio, di Stato. E, più vicino a noi, la nostra idea di Provincia, nella quale i diritti siano per tutti e non per censo".
"Nella Finanziaria c'è scritto tutto ciò che accade alle istituzioni scolastiche, non solo il taglio di oltre otto miliardi, c'è il cambiamento del rapporto tra Stato e Scuola. E' cambiata la qualità del tagli economici, che sarà per tutto il futuro, non solo per i prossimi esercizi. - ha detto Giuseppe Fioroni - E non c'è solo il taglio al personale di oltre 87 mila unità. Nel periodo in cui ci si "appassionava" al tema Alitalia, ai 2500 esuberi, si consumava in Parlamento un taglio ben più drastico, quello dei prossimi anni che assommeranno a 235 mila unità, compresi i precari quindi".
Ma anche tagliando tanti stipendi, non si arriva a 8 miliardi di euro, come prevede la Finanziaria. Si va oltre, per Fioroni: "si chiuderanno le classi con meno di dieci alunni e i plessi con meno di 50. E questi accorpamenti non riguarderanno certo le realtà metropolitane ma i 6186 piccoli comuni italiani, che rappresentano gli otto decimi del totale". E poi i tagli degli orari, che cambieranno "la scuola media superiore: com'è possibile valutare le ore da fare senza rivedere i contenuti? Beh, qui si parla di ridurre secondo i fabbisogni di cassa, non educativi". Infine, il quarto caposaldo del disegno "di Tremonti", come lo definisce Fioroni, il passaggio alle Regioni degli istituti professionali.
Ora cosa attende i dirigenti scolastici? "Un fax: quando saranno definiti gli obbiettivi a livello centrale, regionale, per ogni singolo istituto, i dirigenti dovranno affrontare i tagli, e dovranno scegliere come farli. E dovranno scegliere se tagliare classi, ore, insomma un Federalismo gestito male che distrugge il diritto alla scuola". E, accanto a questo, "quantificare il costo per studente non significa dare una cifra a tutte le famiglie, ma - se lo uniamo al togliere il merito - togliere alla Scuola e all'educazione il ruolo di ascensori sociali per relegarle a quello di selettori sociali, non più in base alle capacità delle persone ma in base al reddito e al dove nasci".
