Vitali: 'Ecco i miei impegni per i giovani imprenditori'
Questo è l'abstract dell'incontro avuto nel pomeriggio di martedì 26 maggio da Stefano Vitali con il Gruppo Giovani Imprenditori dell'Industria
"Dobbiamo constatare che il mondo non è mai stato così bene".
E' una citazione di un esponente del Fondo Monetario Internazionale tratta dalla relazione del vostro ex Presidente (e attuale parlamentare del PD), Matteo Colaninno, al convegno di Santa Margherita Ligure del giugno 2006.
Tre anni dopo dobbiamo constatare che quelle parole ci dicano quanto chi doveva spiegarci in anticipo le dinamiche della finanza e dell'economia internazionale fosse fuori dal mondo e quanto, paradossalmente, fosse profetico proprio il titolo di quel Convegno: "L'economia dell'Uomo".
Quello stesso convegno in cui interveniva il cardinale Bertone citando l'enciclica "Gaudium et spes" :
"L'uomo è l'autore, il centro e il fine di tutta la vita economico-sociale".
Dunque, l'affermazione che il fine dell'economia non sta nell'economia stessa, bensì nella sua destinazione umana e sociale.
E pensavo a questo mettendo in sequenza due immagini tragiche del nostro tempo: quelle di una finanza dominata da un'idea della rendita senza più legame con la realtà e che ci è rimasta impressa negli occhi attraverso l'immagine degli impiegati dei grandi gruppi bancari multinazionali in fuga dai propri uffici con poche cose ammassate negli scatoloni di cartone e quelle- di questi giorni - dei due piccoli imprenditori del nord italia che si tolgono la vita non trovando il coraggio di dire ai propri dipendenti che l'impresa non aveva più la possibilità di andare avanti.
Parto da qui, perché devo alla campagna elettorale la fortuna di avere potuto compiere un lungo viaggio dentro alle imprese del nostro territorio.
E questo spirito, questa idealità che tiene assieme impresa e lavoro, l'ho potuto davvero toccare con mano.
Non ho conosciuto pescecani in attesa di spremere il più possibile dai propri dipendenti ed incuranti di tutto il resto, ma uomini, uomini preoccupati dell'avvenire della propria impresa -spesso il frutto del lavoro di una vita- uomini che si sentono responsabili del presente e del futuro dei propri dipendenti (talora percepiti come dei familiari) e attenti a chiedere un rapporto migliore con il territorio che li ospita e che può concorrere a determinarne il successo.
E questa responsabilità personale me la sento come cucita addosso nei panni di amministratore pubblico.
- Le banche
- La burocrazia
- L'efficacia del sistema pubblico che passa anche dalla ricerca di una migliore qualità nelle nomine effettuate negli enti che interagiscono con il mondo dell'impresa e con la nostra comunità (le Autorità, le Spa pubbliche, le istituzioni universitarie e della ricerca ecc.) che debbono rispondere sempre di più a curriculum e requisiti professionali e sempre meno a logiche partitiche.
L'Università e la ricerca sono terreni sempre più fondamentali.
Dalla capacità che avremo di connettere il sapere all'impresa deriva gran parte del nostro destino una volta, spero il prima possibile, svoltato l'angolo della crisi.
Oggi il territorio riminese assorbe pochi laureati e il nostro Polo Universitario, su cui pure il pubblico ed il nostro sistema territoriale ha investito non poco in questi anni, non riesce ancora a radicarsi come vorremmo nel nostro territorio.
Le nostre imprese, poi, faticano a mettersi in condizione di intercettare i finanziamenti europei che sostengono l'innovazione e la ricerca.
Ho intenzione di lavorare a fondo su questo: vi sono già le condizioni per dare vita ad un Ufficio comune tra Provincia, Comune capoluogo e Camera di Commercio per agevolare la capacità di istituzioni ed imprese a fare sistema e facilitare la possibilità per le nostre imprese di intercettare finanziamenti.
Ci ho lavorato in questi giorni e posso confermare che sarà una delle primissime delibere che porterò al Consiglio Provinciale.
Vi è poi la necessità di ripensare ad uno sviluppo che tenga in armonia impresa e territorio.
La Provincia ha approvato il PTCP mettendo in fila un'idea dello sviluppo che tiene insieme la tutela della bellezza del nostro territorio, alle aree necessarie allo sviluppo e ad una distribuzione equilibrata dei servizi.
Nessuno può più pensare che è possibile continuare a produrre ricchezza distruggendo territorio e risorse naturali.
E al tempo stesso i poli produttivi debbono essere dotati dei servizi, a partire da una mobilità decente, che consentano di garantire la competitività.
La mia intenzione è quella di compiere un ulteriore passo in avanti.
Quella che vedo è la necessità di passare da una fase in cui si disegna uno sviluppo ideale a quella in cui si mettono in moto concretamente le scelte, attraverso un rapporto di collaborazione leale e senza subalternità reciproche tra pubblico e privato.
E' tipica dell'Italia una dinamica in cui l'imprenditore avverte lo Stato ed il settore pubblico come ostile.
Da noi il pubblico non è un soggetto che ti aiuta a migliorare le prestazioni ambientali (cosa che è nell'interesse di qualsiasi impresa sana) ma è quello che ti manda i controlli e ti terrorizza con adempimenti a volte cervellotici. E così via.
Il compito che mi assumo è quello di attuare il PTCP: di dargli concretezza e di farlo in una logica di lavoro comune.
Una logica in cui gli Uffici pubblici sono al servizio dell'interesse pubblico e dei soggetti privati che mettono in campo bisogni, idee e progetti.
Non giudici che emettono sentenze a tavolino, magari senza nessuna fretta, ma funzionari pubblici che collaborano alle soluzioni ed alle scelte.
Come mi piace dire: più Stato e più mercato.
Più qualità nella Pubblica amministrazione per consentire al privato di esprimere tutta la propria qualità.
